Appendix E-1: Parish Councils and Elders

(Adopted by General Assembly 1977, and amended 1979)

1) The Ministry of the Church is exercised by the whole people of God, among whom both individuals and groups may be called to particular forms of witness and service. Notable here is the part played by elders in joining with the minister in the leadership of the parish. Persons appointed to the office of elder should therefore be possessed of the gifts and qualities which render them clearly suitable for this work. They should have become known in their Congregations for their Christian faith and love, for their reliability and competence, and for their discernment and good judgment. They should inspire trust and respect. The importance of the office of elder and the necessity of the spiritual qualities for its proper exercise are such that admission to it should be by a special service which makes this evident. Associate members of a Parish Council, or members of its sub-committees who are not ordained, should have similar qualities, and normally be communicant members of the Church.

2) Ultimate authority within a parish must reside in a Committee of minister/s and elders as defined by Regulation 53. The structure through which this authority is exercised may take one of the following forms:

a) Separate Courts – Session and Board of Managers (or Deacons Court) as provided by the Book of Order; each with separate powers and functions.

b) A Single Court (Parish Council) combining the powers and functions of Session and Board of Managers (or Deacons’ Court) with all members ordained as elders. Most of the functions of this court will usually be delegated to specialist committees while the court exercises planning, executive and supervisory roles for the total activities of the parish.

i) Parish Councils shall have the right to add associate members with the right to speak, move and second motions, but not to vote.

ii) Committees of the Parish Council shall have the right to co-opt additional members.

iii) The Parish Council shall be considered to have the full rights, duties and authority of Session. (see also Regulation 18)

iv) It is expected that the minister will be Moderator of the Parish Council.

NOTE: Changes between the different forms of congregational administration should be made only after approval by Congregation and Presbytery, the latter having ensured that the matter has been given adequate consideration. (see also 18)
